The quality of wheat in Kazakhstan is good, and the yield is high. However, because it is a landlocked country, Kazakhstan has been troubled for a long time that it cannot find a way to export wheat to Southeast Asia. Gulinal Scheimergnova is an international relations researcher. One of her research topics is how to export wheat from Kazakhstan to Southeast Asian countries. China's "One Belt, One Road" initiative has given Scheimernova a turning point.
"In 2013, I worked at Nazarbayev University, and I was fortunate to witness the Chinese leader's proposal of the Silk Road Economic Belt here." said Shaimergnova.
One year after the "Belt and Road" initiative was put forward, Kazakhstan put forward the "Bright Road" new economic policy, trying to improve the transportation infrastructure, so that Kazakhstan's goods can get more export channels. Since then, the "Belt and Road" and the "Bright Road" have been connected, and a series of China-Europe trains across Kazakhstan have been opened one after another.
The opening of the China-Europe train gave Schaimernova a turning point in exporting Kazakh wheat to Southeast Asian countries. Since then, she has focused on researching the "Belt and Road" initiative and has published dozens of papers. Schaimergnova believes that the “Belt and Road” initiative “constitutes an oriental perspective of global common development and complementary advantages in the new situation”.
In 2015, by virtue of her achievements in the research field of the “Belt and Road” initiative, Schemelgenova was invited to establish the Kazakhstan China Research Center and serve as the director of the center.
After the establishment of the center, the first task that Schemelgenova promoted was to send a team to China to investigate new routes for Kazakhstan's wheat exports. They went to major ports such as Lianyungang, Tianjin and Shanghai to promote further cooperation between Kazakhstan and China, simplify the customs clearance process, reduce transportation costs and other issues to investigate and research, and write a report to submit to the Kazakhstan government.
On February 5, 2017, a grain train carrying hundreds of tons of Kazakh wheat entered Lianyungang. Here, this batch of wheat was sent to Vietnam for loading.
This is the first time that Kazakhstan's wheat transited from China to the Southeast Asian market, marking the establishment of a major eastward export channel for Kazakhstan. "This provides Kazakhstan with new opportunities for exports to Asian countries and provides a good prospect for Kazakhstan to expand economic and trade relations with foreign countries."
The topic of wheat export is just one of many research projects of the Kazakhstan China Research Center. Since the establishment of the center, Scheimernova has led a team to cooperate with foreign think tanks such as China, the United States, Australia, etc., regularly hold roundtable meetings and submit research reports on the “Belt and Road” to the government of Kazakhstan.
In these reports, Scheimergenova often wrote this sentence: "The'Belt and Road' is a new and broad development opportunity and a new mode of international cooperation."
